Our Objectives

The objectives of CMASC are as follows:  

  • Conduct sectoral study and research on social, educational, gender, industrial, revenue, accounting, management and good governance and provide consultancy service on those areas;
  • Make available services of national and international consultants;
  • Enhance the emerging concepts of management and support in enriching benefits by developing application tools;
  • Conduct needs assessment, plan, design, develop, deliver and evaluate  training programs and capacity development programs;
  • Conduct survey as required;
  • Project development and management;
  • Provide monitoring and evaluation services; and
  • Publish and disseminate materials relevant to the objectives of the center.

Mr. Nepal has work experience of more than 36 years (national 23 and international 13) and is former Assistant Auditor General. He also served in UN Mission in Kosovo, Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO, Vienna, Austria and Organization for the Prohibition of Chemical Weapons (OPCW : the recipient of the Nobel Peace Prize in 2013), The Hague, Netherlands. He attended training, seminar, workshop and conferences held in different countries including US, Canada, India, Japan, and Uruguay. Mr. Nepal received Elmer B. Staats Award for the best article published in the International Journal of Government Auditing.  He also received first prize in All Nepal Essay Competition by Nepal Academy of Science and Technology in 1993. He has authored five books including one co-authored and also has large number of articles published in professional journals, magazines and newspapers from Nepal, India, Pakistan and USA. He has competencies in auditing, knowledge management, monitoring and evaluation and training management.

Mr. Pradhan has work experience of 37 years in Government of Nepal. He was Financial Comptroller General (Secretary) of Nepal Government. He also served as The Principal Secretary in Provincial Government of Karnali and Province 1 (One). He is well known personality in the field of public financial management and procurement. He also has rich experience in policy and project development and implementation as well. Specially, he is the Master trainer in the field of Public Procurement. He also served as member and PFM expert in the Public Expenditure Reform Commission 2075 and contributed mainly in the Fiscal Federalism. He has regularly contributed articles in journals and newspapers in the field of PFM as well as that of cooperatives and poverty alleviation. Mr. Pradhan holds a Master degree in Economics (Public Policy and Management) from University of Manchester (U.K.) through Chevening Felloship. He also holds the MBA degree, Bachelor of Law and Bachelor of Business Administration (Gold Medalist) all from Tribhuvan University of Nepal.

He has specialized in policy making, program monitoring, evaluation and governance.

Mr. Adhikari has work experience of more than 30 years and is former Joint Secretary of the Government of Nepal. He also serves in UN Mission in Kosovo. He holds Master in Public Administration, Political Science and Bachelor of Law. He has served both in field level office (district and province) and central level office (ministries) as well as constitutional bodies (Commission of Abuse of Authority, Public Service Commission). He also has fundamental knowledge and experience in the field of complain cases investigation and public service recruitment. He has also attended training, seminars, workshops and conferences held in various countries.
